How completion is computed: each subtask is scored by status (Done 100 / In progress 50 / Drafted 25 / Not started 0). A category's % is the average of its subtasks; the overall % is the average across all subtasks (equal weight). Two items flagged as design risks in the proposal — the active traffic-probe engine and the read-only-token vs. diagnose-and-fix seeding conflict — sit inside the Agent-grader Tool and are the main reasons that category starts low.
